The Senate failed to come up with a short-term funding proposal on Monday that would have funded agencies through early December, leaving Congress only three days to come up with an alternative plan to avoid a government shutdown on Friday morning .

The ongoing resolution had already been passed in the House of Representatives, but Republicans opposed the move because it also suspended the country’s debt limit until December 2022. The Democrats should use a special process called reconciliation to raise the debt ceiling themselves. Senate Republicans have tabled their own bill that would fund agencies at their current levels for nine weeks, but would not address the debt ceiling. Without Congressional intervention, the government would close on October 1st and probably default its debt two to three weeks later.

The Democratic leadership of Congress has not yet announced what their next steps will be, although it appears that they will a bill that would fund the government through December 3rd and not address the debt ceiling that would have votes to reach December 3rd. Legislators could also opt for a shorter CR that brings a shutdown deadline in line with the default deadline. All parties have expressed their desire to avoid a shutdown.

« Government shutdowns are also hugely costly, they would include downsizing at a number of agencies, » White House press secretary Jen Psaki said Monday. « That is of course not positive. »

Still, last week the White House began drawing up contingency plans in the event that funding runs out on Thursday evening. As usual in any administration, the Office of Management and Budget held talks with the heads of the agencies last week to instruct them to prepare for a possible closure. Biden told reporters Monday that avoiding a shutdown and default, along with passing infrastructure and social security laws, were his top immediate priorities. « We have three things to do, » Biden said. “The debt ceiling, ongoing settlement, and the two laws. If we do that, the country will be in great shape. «

The House-sponsored bill should also allocate $ 28.6 billion for disaster relief and $ 6.3 billion for resettlement in Afghanistan, issues , for which Senate Republicans have also expressed their support. The Republicans tried Monday to pass a CR with this funding by unanimous approval, but the Democrats blocked the effort.

Senator Chuck Schumer, DN.Y., said at the Senate level that the Republicans are « taking an unchanged position » and sending the government to its very first bankruptcy.

« After today there will be no doubt which party is working to solve our country’s problems and which party accelerating us into an unnecessarily avoidable catastrophe, « said Schumer.

Senate minority leader Mitch McConnell, R-Ky., countered that the Democrats were selective in voting, when to ask Republicans for their support, and referred to the trillion dollar bill they are about to pass to get Biden’s legislative agenda through.

« Bias is not a light switch that Democrats can turn on when they have money. » want to borrow and turn off when they want to spend money, « said McConnell.

Legislators have been optimistic that they could reach a compromise line-by-line allocation for the remainder of the 2022 fiscal year by December 3, once it does agrees to a makeshift law. The House of Representatives passed many of the required spending bills for the 2022 fiscal year that included large spending increases for almost all federal agencies and failed to find Republican support. The Senate, which needs to win bipartisan support to move its funding measures forward, has not yet voted on any of its bills.

After the vote failed, Schumer said preventing a shutdown and default was « critically important for the future. » of our country « and promised that the Senate would » take further action « this week.

The American Federation of Government Employees called it » unacceptable « to shut down the government for the fourth time since 2018.

» One Shutdown will bring critical government programs to a standstill while others would proceed with emergency crews that would go unpaid for as long as the shutdown lasts, « said AFGE President Everett Kelley, » which is how painful government officials and the American people are.  » p>
