CM – Ida’s remains cause massive, rapid floods in the east, leaving at least 23 dead

(CNN) In parts of the northeast, water rescues were ongoing Thursday after the remnants of Hurricane Ida caused deadly and debilitating floods in New York City and Philadelphia and elsewhere.
