Tokyo (CNN) A 24-year-old man was arrested in the Japanese capital of Tokyo on suspicion of attempted murder after at least 17 people were injured in a knife attack on a train on Sunday evening, police told CNN as many people entered the city flocked downtown to celebrate Halloween.
