The government of Alberta hopes to open jobs in the province for local people by closing some of them to foreigners
On Monday, Provincial Labor and Immigration Minister Jason Copping said the United Conservative government will limit the number and type of temporary foreign workers allowed in the province
« There will be a number of Albertans who wish to take on these roles, » he said. « We are investing in more funding for training and retraining to give Albertans the skills they need to enter these fields. »
Temporary foreign workers already in the province will not be affected, he said In addition, no changes will be made to the program for workers in agriculture, health care, technology and emergency response
The government has not released information on where the 1,350 jobs will be created. Nor has it released a list of the 475 occupations for which temporary foreign workers will no longer be licensed
Two visa programs will be created for students in post-secondary programs who wish to remain in Alberta after graduation
Joseph Marchand, professor of labor economics at the University of Alberta, welcomed changes allowing graduates to stay in the province
But he pointed out that most of the foreign students at his university are still in their home countries and are taking courses online
Marchand added that much of the Temporary Foreign Worker Program was set up while Alberta was still booming economically and experiencing a labor shortage
« (These programs) are the remnants of that kind of thinking, that we don’t have the workers we need, » he said
Marchand has carefully assessed the impact the changes will have on the Alberta labor market
The strike is due to the loss of 11,000 jobs in the health sector in the province, according to AUPE
