The regional council has voted to stop operating five of its daycare centers.

The decision was taken on Wednesday evening at a special session of the Council. The centers are expected to close at the end of 2021.

The region said it will focus on its role as a childcare and early learning service system manager.

Over thirty delegations were invited to the Wednesday evening meeting, at which many childcare advocates opposed the closure of these centers. Angela Carter is a Kitchener mom and she said the region shouldn’t base public order on an unprecedented pandemic experience.

« The lack of quality childcare is a limiting factor that could keep people, and especially women, away from the workforce. « 

A transition plan is now being implemented for the families currently enrolled in each of these five daycare centers. The region says the plan is expected to redistribute funds to more equitably support the entire system.

The accounting firm KPMG conducted a service review detailing how much the region was spending on running the facilities. The report said that by funding 200 of its own childcare places, the region could have supported 350 to 791 licensed childcare places run by programs in the community.

The report says the pandemic presented many childcare challenges in the community, such as:. B.. lower enrollments and higher childcare costs.

The region says childcare will develop a « comprehensive fund reallocation plan » that should take into account the priorities of affordability, sustainability, access and quality. The region is expected to receive feedback from the community and adapt to the local service system plan, which is currently being redeveloped.

Four centers will close in the summer, while the Elmira daycare center will be closed until the end of 2021.

The council voted 12-3 in favor of the recommendation. Councilor Galloway, Shantz and Vrbanovic all voted against the proposal. Councilor McGarry was not present for the vote.
